The 516th Personnel Service Battalion was permanently organized under a Table of Organization and Equipment (TOE) effective 16 October 1987. It is charged with conducting Theater Army personnel service operations in support of the Eighth U. S. Army and U. S. Forces Korea, to sustain theater military personnel strengths, manage theater personnel soldier support systems, and provide single service postal management. The 516th maintains combat effectiveness to ensure the effective completion of tasks required for evacuating non-combatants, transitioning to war, and for receiving, allocating, sustaining and protecting U.S. forces on the Korean Peninsula.

The 516th is a battalion of the 8th Personnel Command, headquartered in Yongsan with subordinate units located throughout Korea.

The 516th Personnel Service Battalion is headquartered in Yongsan with detachments located at Camp Humphreys and Camp Henry. Also, the 516th PSB, Delta Co, is responsible for controlling all incoming mail to Korea. Postal platoons are located in Yongsan, Kimpo Airport, Camp Humphreys and Camp Henry.

Other units of the 8th Personnel Command include the 1st Replacement Company, located in Yongsan, responsible for controlling and processing all incoming soldiers entering Korea; the EUSA Band in Yongsan; and the 509th PSB at Camp Casey with a subordinate unit, the 19th Adjutant General Company (Postal) with platoons located at Camp Casey and Camp Red Cloud.

The 8th Personnel Command (Provisional) was activated 15 January 1982 as a major subordinate command of Eighth Army. It was comprised of the following subordinate units; Headquarters and Headquarters Company; 199th Personnel Service Company; 516th Personnel Service Company; 1st Replacement Regulating Detachment; Headquarters, Postal Group-Korea; and 1st, 10th, 19th, 66th, 81st and 117th AG Detachments (Postal).

The 8th Personnel Command was permanently organized under a Table of Organization and Equipment (TOE) effective 16 October 1987.

The 516th has a lineage that precedes its inclusion in the 8th Personnel Command. It was constituted June 1, 1944, in the Army of the United States as the 516th Replacement Company. It was activated June 20, 1944 at Fort Bragg, North Carolina. It spent World War II in the European-African-Middle Eastern Theater. It was inactivated October 3, 1945, at Camp Stoneman, California.

The 516th Replacement Company was allotted to the Regular Army September 27, 1951, and was activated in Japan November 7, 1951. It received the Meritorious Unit Commendation (Army) for Pacific Area 1951-1953. It was inactived in Japan May 21, 1954.

On December 30, 1965, the 516th was designated as the 516th Personnel Service Company. It was activated February 1, 1966, at Fort Benning Georgia. It received the Meritorious Unit Commendation (Army) for Vietnam 1968-1969, the Meritorious Unit Commendation (Army) for Vietnam 1970-1971, and the Meritorious Unit Commendation (Army) for Vietnam 1971-1972. It was inactivated August 29, 1972 in Vietnam.

The 516th Personnel Service Company was activated October 16, 1987, in Korea, as part of the newly organized 8th Personnel Command. It was reorganized and redesignated 16 August 1995 as the 516th Personnel Services Battalion.
